Jeffrey is a practicing barrister at Blackstone Chambers in London. From 2010-16 he was also the Founder-Director of the Bingham Centre for the Rule of Law. He is Emeritus Professor of Public Law at University College London (UCL) (where he was twice Dean of the Law Faculty and a Vice Provost). He has authored numerous leading publications in the area of constitutional and administrative law and in his legal practice has recently appeared in the Supreme Court of the United Kingdom, the Privy Council, and the courts of countries such as Bermuda and the Cayman Islands. He has advised on the constitutions, administrative justice laws and human rights issues in a number of countries, including South Africa, Georgia, the Maldives, British Overseas Territories and Crown Dependencies, and Myanmar. From 2000-2011 he was the UK’s Member on the on the ‘Venice Commission’ (the Council of Europe’s Commission for Democracy through Law), where he assisted with a number of constitutional and rule of law issues in Central and Eastern Europe. In 2011 he was knighted “for services to human rights, democracy, and the rule of law”.
